A Russell County detainee may be assigned outside Duffield, even though Duffield is the primary facility because it is expressly listed as serving Russell.
A useful three-day query begins with calendar boundaries. State the first date and time, the last date and time, and whether the period is meant to include a weekend or holiday. For a named person, include enough identifiers to distinguish the correct booking. For a period-wide list, ask whether SWVRJA already keeps a release log or report for those dates, then request the existing report limited to Russell as the committing locality. The phrase “Russell County Jail” can send a search in the wrong direction. Modern adult custody is regional. The correct public roster is operated by SWVRJA, and all four facilities sit outside Russell County. Duffield is in Scott County. Its documented Russell service does not make it the only possible placement.
SWVRJA's dynamic JailTracker portal did not render enough during research to verify its filters, result fields, photographs, or visible timestamp. The authority's current-only label is the supported fact. A name that disappears between the start and end of a 72-hour period creates an information gap. It may indicate direct release, an internal move, transfer to another jail, state custody, or a data issue.
Resolve the gap with the local SWVRJA VINE route, the Russell court, VADOC when relevant, and the authority's own release record. If a transfer occurred, search the receiving system. A move from one SWVRJA site to another is not release from the authority, and a transfer to VADOC is not a return to the community.

State the exact 72-hour range. Ask whether an existing release log or report covers that period and Russell as the committing locality. Name the fields needed: release timestamp, facility, disposition, and receiving agency. If looking for one person, give the full name, date of birth if known, approximate booking range, and case or booking number if available. Ask for PDF or the native electronic format and request an estimate before costs exceed a stated limit.
Virginia's normal FOIA response structure is five working days, with several permitted response types and a written extension route when production is not practical within that period. It is a deadline for a response, not a promise that every record will arrive then. A partial record or cited exemption also does not prove that no release occurred.
Classify Russell County Release Outcomes
A three-day list is only useful when each entry's outcome is understood. A person on bond or recognizance may be in the community while the Russell case remains pending.
