A VINE status is not a court disposition. It does not show that charges ended, that a sentence was satisfied, or that all supervision closed. Do not share a PIN that is meant to acknowledge a private registration.

Russell County VINE and NAAVI
Russell County has a distinctive two-layer notification path. SWVRJA's own VINE page confirms the local and regional jail layer. If a person leaves SWVRJA for VADOC, the local event may look like release even though it is a custody handoff. The official Virginia VINE workflow warns about this release-versus-transfer issue.
VADOC's NAAVI notification program is separate and limited to eligible crime victims. It can provide notices concerning transfer, advance release, actual release, death, name change, work release, escape and return, and parole events. VADOC indicates that advance release notice is typically around 30 days. Once actual release occurs, state custody notifications stop.
Separate registration means the user must follow the custody authority. A local-jail VINE registration does not become a VADOC NAAVI registration. Likewise, a VADOC locator result under District 17 can show that prison custody ended while active supervision remains. It is not the same as full discharge. Release papers and the controlling order identify the actual legal transition.
Russell County VINELink Limits
VINE is a notice and status system, not a destination tracker or complete release archive. Reporting can lag. A status-change message can concern transfer, escape and return, death, or another event. Once a person is genuinely released, VINE does not track where the person goes. A blank result also does not prove that no booking or release occurred.
Federal custody falls outside Virginia Jail VINE. A person who entered BOP custody should be checked through the BOP Inmate Locator, which can show a past federal release date. A federal pretrial detainee may be held under the U.S. Marshals Service without a BOP result, so the federal docket or USMS records route may be needed. ICE's locator is current-focused and is not a historical release database.
State supervision also has limits. VADOC's locator is designed for people under current custody or active supervision and is not verified as a full archive of people who completed both. A district-office result supports continued supervision outside prison. A no-result does not establish a discharge date. Ask for the signed release, conditions, or completion record when that distinction is important.

Verify Russell County VINELink Releases
The follow-up depends on the alert. For a direct SWVRJA community release, compare the live VINE wording with the Russell criminal case and request the authority's booking-and-release record.
